Origin of East Coast Corridor Coalition (EC3)
The EC3 was formed by state and urban area members of the Regional Catastrophic Preparedness Grant Program (RCPGP), which began in 2008.
In the spring of 2011, a regional conference call was conducted to discuss the EC3 concept and its objectives for the corridor. This call confirmed unanimously the need for a larger corridor related effort that would focus on developing a “unity of effort” via integrating critical preparedness, response, and recovery components including:
- Integrating the FEMA and federal government agencies across FEMA regions Coordinating with the private sector “life-line” sectors
- Developing written protocols, plans and agreements to support executive and operational leadership, enhanced situational awareness, joint planning and education
Subsequently, the core leadership of the EC3 decided to re-focus on a smaller, more attainable objective. Their new strategy was focused on working closely with a small group of willing UASIs and states along with the private “life-line” sectors throughout the Mid-Atlantic and Northeast corridor. Developing a public-private partnership model was needed in order to integrate the states, private sector and federal partners.
The EC3 was now to have a very specific focus on multi-state and multi-regional issues that impact operational planning, response and recovery efforts common to both public and private sector “life line” sector organizations (e.g. power, fuel, food, transportation, telecommunications, water, etc...) that support the foundation of its communities.
